Cilicia Burnett is a senior payroll leader with more than 20 years of experience supporting complex payroll operations across the U.S. and internationally. Her career began at ADP, where she spent nearly a decade implementing payroll systems, configuring tax and earnings structures, and supporting organizations through large-scale transitions. That foundation gave her a deep understanding of how payroll systems function — and where they break down.

She later moved into corporate leadership roles, directing payroll operations for organizations ranging from multi-unit hospitality companies to global financial services firms. Across these roles, she supported system transitions, helped teams improve documentation and workflows, and guided payroll operations through periods of rapid growth and organizational change.

What she saw consistently was that payroll teams weren't struggling because of a lack of effort — they were struggling because they didn't have the right support at the right moment. A system transition becomes overwhelming when the team hasn't been through one before. Processes become inconsistent when documentation hasn't kept pace with growth. Issues compound when teams don't have clarity on how work should flow.

Cilicia founded CBSG LLC to provide the kind of support she wished teams had access to earlier: practical, experienced guidance that helps organizations improve how payroll work gets done.
